Who can make a submission?
Anyone can make a submission about an advertised application during the advertising period.
What is a submission?
A submission is a written statement explaining your views about an application, and how you may be affected if a permit is issued.
The submission will carry more weight if it is rational, factual and specifically addresses the proposal and relevant heritage matters.
A submission should:
- Be made using the public submission form
- Explain your views
- Relate to matters that Heritage Victoria must or may consider, including:
- How the proposal would impact the heritage significance of the place
- How the proposal would assist with the reasonable or economic use of the place
- How the proposal would impact on the conservation of the place
- How the proposal would impact on adjacent heritage places.
A submission is a public document and copies may be made available to other people or organisations, including the permit applicant and the Heritage Council of Victoria.

The Executive Director has requested the following heritage permit applications be publicly advertised.
Royal Exhibition Building and Carlton Gardens, Nicholson Street, Carlton (VHR H12501)
Application P39198 to install eight new park lights on the north east path, four new activity lighting poles and one replacement lighting pole in the playground and picnic area at Carlton Gardens north.
Submissions close 30 April 2024.
Royal Parade, Parkville (VHR H2198)
Application P38598 for removal of one English Elm tree to allow for a new loading dock and a canopy that cantilevers over the heritage place.

Flemington Racecourse, Epsom Road and Smithfield Road, Flemington (VHR H2220)
Application P33444 for the construction of a 6-level hotel at the north-eastern corner of the Flemington Racecourse site adjacent to the Former Jockeys’ Convalescent Lodge, associated landscape works and works associated with the adaptive reuse of the Former Jockeys’ Convalescent Lodge as a café.

Railway Tunnel, Geelong - Colac line, Geelong (VHR H1106)
Application P39170 for tunnel remediation works including lowering the invert, new drainage, tunnel repairs and retaining work.

German Cottage, 5-9 Smith Street and 222-224 Torquay Road Grovedale (VHR H0714)
Application P37210 for an extension to the existing medical centre to the rear portion of the site

Fairfield Hospital (Former), 101 Yarra Bend Road, Fairfield (VHR H1878)
Application P38213 for the construction of a multi-deck carpark at the northwest corner of the registered place, infill walls to enclose the open bays of the Ambulance Garage and the associated landscaping.

Robur Tea Building, 28 Clarendon Street, Southbank, (VHR H0526)
Application P39527 for construction of seven integrated towers and buildings ranging in height from 30 levels to 3 levels surrounding the Robur Tea Building on the north, south and west elevations, and part demolition, adaptation and conservation of the Robur Tea Building.
